can any one tell me why is it desirable to have condenser elevation in a power plant higher than that of cooling tower inlet. As mentioned above cooling water head will be governed by condenser top.

The condenser wáter box highest point should be lower than cooling tower riser to avoid vacuum when a circulating wáter pump trip.
Otherwise additional equipment such as priming systems are required
My recomendation is to have the condenser as low as posible , although steam turbine limits the condenser elevation
