Can you produce water from initial water saturation?

In a field were you have from the begining some water production even on updip wells, could you consider water production out of initial water saturation?
So, the ideea is to use RelPerm curves were Swcritic is lower then some initial water saturation build into 3D model
On the other hand those areas with higher initial water concentrations has worst porosity/permeability properties.

Yes you can - assuming you don't have any complex geology (such as frequent perched water etc), it would most likely come from low perm rock, low relief structure and being in the saturation transition zone.

It's fiddly to get this right, but it can be done. You'll need to specify your irreducible saturations, and then separately your actual saturations which will be at some value equal to or slightly higher, then using endpoint scaling you should see some initial mobile water
