From what I know the used standard pressure vessels and columns + heat exchangers used in Russia are :


PB 03-576-03 Rules of installation and safe operation of vessels operating under pressure
PB 03-584-03 Regulations for designing, manufacturing and acceptance of steel welded vessels and apparatus

GOST 26-291-94 Welded steel vessels and apparatus – General technical condition,
this is the one you are after , I had before a hard copy , I am trying to find it back or get a scanned copy , I will then come back
Nevertheless all start with the vessel classification 1, 2, 3 .. from there you have your joint efficiency
It is different from ASME and it still for me a long way to understand , the russian have also for each equipment a russian passeport , a sort of log book
