Gas Flare System and Incinerator (Thermal oxidizer)

Could somebody tell me what is the difference between a gas flare system and thermal oxidizer, and what are the criteria to take into account.

Is there any good reference for incinerator design and construction

gas flare is used for handle UPPER EXPLOSION LIMIT waste gas, and thermal oxidizer is used for Lower explosion limit waste gas.
