casing programme? OD selection?

Dear all drilling engineer,

i have question regarding casing programme and OD casing selection.
currently im working at wellhead manufacture and everytime we start to do our work, i always see casing programme
eg: 20" x 13 3/8" x 9 5/8" x 4 1/2"?
since my work is in wellhead design itself, no need to care about casing programme as in wellhead manufacture,
but i really curious about how to choose the right OD for casing programme.

i try to find out the answer by reading a book and procedure about casing design.
but so far that i found was talking about casing setting depth, load consideration for grade and poundage determination,
still i couldnt find an answer for OD determination.

when i started to think in every oil company it has their own procedure, does the procedure determine already the casing programme to be used,
so that drilling engr just follow those code?

or is there any calculation how to size conductor casing, surface casing, and even production tubing???????
