as far as i know OD can control the mud and formation fluid diameter and casing/cementing is really important in preserving a well permeability. therefore, there is definetly a casing program and casing calcukation as well calculation on how to size surface casing and production tubing.

You chose the smallest production casing you can get away with for the intended purpose, and then try to minimise casing sizes for subsequent strings in the program. Everything needs to be as small as possible, but still meet the requirements for production, zone isolation, fluid circulation, work-over, cementing and whatever other criteria the casing sections need to fulfill. It's not necessarily the drilling engineer who determines what the final hole/casing size is, but a production engineer. The drilling engineer may then design the casing program based on that requirement.
