If you do not like to see the footers* then erase them yourself.
I am making a contribution to the forum with information difficult to find.
It is clear that that information is for personal use* not for commercial use or to be used in a work place.

I told you this because you can have copyright troubles with theuniversity college access to the IEEE explore service* every time you dowload this kind of documents* a footer is created with the time and date that was downloaded. In other words with that information system can track down the user thad downloaded that information and shared violating the copyrights agreements between students* college and IEEE. In that order of ideas the person that hope to make a contribution can be sanctioned.
doing that I advice you before protects everyone* and it don't take much time and avoid future troubles. If a friend shared this to you* may be later he will never share somehting to you for that reason. It's only an advice.
