Can flare sterile area be considered a safe zone when it comes to a minor liquid over spill? In one of the facilities* distance between K.O drum and flare was considerable and due to heavy gases and low ambient temperatures (-25 oC) a minor liquid over spill occurred from flare stack and resulted in a small fire at ground level.

We are planning to apply heat tracing + insulation on the line but mean while can we consider it safe since it is happening in flare sterile area where no personnel are allowed.
