Does API TR 1166 Second Edition, October 2015 - Excavation Monitoring and Observation for Damage Prevention replace API RP 1166 First Edition, November 2005, Reaffirmed, November 2010 - Excavation Monitoring and Observation?
or
Should both publications be used together?

I have already tried to explain this, go to Techstreet, the 2nd edition replaced the first, the first is listed as historical. They changed the name, I suppose to reflect a different direction in the committee.
