The spreadsheet would not be difficult to build yourself. For an example design process, see Brownell & Young's 'Process Equipment Design'. Although it is dated, Chapter 4 provides a good discussion of the design process for the storage tank roof structure. This procedure can easily be supplemented with the additional design requirements and current allowable stress levels in API 650.
