If you are looking for an acceptance criteria I believe you can use one of the following among others:

ISO 5817
ASME B31.4 - Pipeline Transportation Systems for Liquids and Slurries
API 1104 (this is for gas but is usual to adopt the acceptance criteria for water systems)

But the construction code or standard should say something about this. If you give me this information maybe I can help you further.
