If you are referring to a vertical storage tank like those in the refineries and oil storage sector, the code to be followed is API 650. The welding sequence will be provided in it. First you have to complete the annular plate welding and inspection, and go for the bottom plates there-after. Start at the centre and proceed outwards. The connections with the annular/outer plates are to be done at the end.
