I have searched all of API 653 to find the t-min calculation for the plate of a supported cone roof. is there such a calculation and where can one find it?

Try with API 650 & Pressure Vessel handbook 12th by Eugene for calculation
I do not have now API 650 in front of me.
But to my knowledge SUPPORTED roofs are 5 mm thick plus corrosion allowance if any..the loads are then transmitted to the carrying structure..etc..
For self supported roofs ...they are straight formulas in API 650 ..see appendix R of that API
A good book which treats that (also for silos ) is "Design of steel bins for storage of bulk solids" by Edwin Gaylord and Charles Gaylord.
Another bible for vessels which treats that is a boog by Brownell " Design of process equipment"
