answers to few of ur question :

What if the startiing kerosene contains sulfur? Will it go in bottoms?
most probably yes , lighter H2S would have escaped to naphtha therefore mercaptans mostly remaining would concentrate at bottom

Can I use thermosyphon reboiler with Thermic Fluid like Thrminol as hot utility?

Its your choice, no problem with that


Or I need to use Kettle type pool boiling?
not necessarily
How severe is fouling in bottoms reboiler?
not so severe since kerosen is the feed and poses less fouling compared to fuel oil
