One of the reason is that it is practically very difficult to keep a constant rate during the DD...
It is better to interpret PBU because one of the assumptions of the equation used for solving the transient analysis is that the rate is constant. This can only be true if the rate is zero, it is the only weay we can ensure the rate will not change.
Pressure drawdown data could be pretty noisy compared to build-up, especially when you have high flow rates or more than one phase in well.
