It is just a dicision whether you need or not. It is a qualification issue. I would say that Shops with U stamp means more qualify for making pressure vessel with a littile expence, as they have experinced more qualification audit through ASME.

It depends on the regulations of the country where you want to install and operate the pressure vessel.
In the US and Canada it is compulsory for the majority of the pressure vessels to be manufactured by a U-Stamp holder and such vessels must have U-Stamp.
In other countries, U-Stamp may be required by the government organizations or authorities.
Generally, if a vessel has a U-Stamp, it means that the manufacturer has been certified by ASME and is regularly audited. So, the fabrication is probably in full compliance with ASME requirements, even if the purchaser does not have a resident inspector in the manufacturer's shop! An ASME Authorized Inspector reviews most of the calculations and fabrication documents and witnesses the hydrostatic test.
If the vessel is not stamped and if this is allowed by your government, then you (if you are the owner of the vessel) should review the calculations and fabrication documents and carry out inspections where needed. This may ensure that the vessel complies with ASME. Obviously you need to have competent and qualified engineers and inspectors to do this. Alternatively you can contract with and EPC consultancy to perform such checks on your behalf...

similar to the previous replies, it is your option to decide the U-stamp requirement. This U-stamp means the vessel shall satisfy ASME code requirements in design, material, inspection and fabrication. U-stamp is only assurance that the vessel is -most probably- designed and fabricated as per ASME code requirements. Most likely if you are working in Europe, ASME code stamping is not required. But, in middle east, ASME code is the common code. You should mention clearly in your purchase order that U-stamp is required. If your company are not qualified enough to ensure the full compliance of the ASME requirements, you may ask also for national board registration.
