Please note that in the Meijer Book 3Above ground storage tanks" , there is an example of a storage tank concrete design

Sorry diro , I do not have that book , but try yourself on the web
    ---------------
On the web , try also to find this document = Basis of Seismic Design Provisions for Welded Steel Oil Storage Tanks Authors = Wozniak, R.S. and Mitchell, W.W

This publication was the basis of API 650 , it used to be referenced therein

    -----------------

There are also some good sites , such as

    Abstract
This paper studies three design methods for a bottom annular plate of large storage tanks and the design of the concrete ring wall. It is shown that the annular-plate width, thickness, and the width that will project beyond the outer surface of the shell can be calculated analytically. The design of the annular bottom plate and the concrete ringwall is discussed and the need for an accurate representation for the interaction between the bottom plate and the foundation is emphasised.
