Fire fighting for a tank farm

Does anyone know the standards i can use to design a fire fighting system for an edible oil tank farm. I have been asked not to use foam systems so the NFPA11 is of no use to me.

..which standards or procedures are used for designing the fire fighting system of a storage tank ?
Is it different for a floating roof and a internal floating roof ?

i thinke u can used cooling rings ....search about foam chamber..and used nozzels in this rings
