it's a matter of experience. normally, estimating project budget takes time and need a professional to do it.
of course there is usually what we call him estimation engineer who takes care of these requirments but, what is the basis to be an estimation engineer ?? how can we gain this knowledge if we have short experience?? this is the main questions.

Hye every1..anybody have a guidelines to do a CBA for quantitative risk assessment (QRA)? this 1 mostly been used by consultant.
