well basically I am not cost engineer, but I try to make a comment. Cost estimation usually divided into classes depend on their accuracy or maturity of project. The standard of cost estimate classification is provided by AACE (The Association for the Advancement of Cost Engineering). This standard show some method used for generating cost estimate per classes generally, but not specifically to define cost estimate of specific/detail case.

For cost of production platforms, pipelines, etc is depend on the company experiences (in my opinion) and I think there are several software which can do it.

Moreover I also looking for anyone who can help much better.
