I have used Etank2000 (be carefull because Etank as the codes outdated, but recommend very much the software from Innovative Tank Solutions.
Much easier to use, with SI units, reports much nicer and easy to understand, and the Codes are up to date. The software as already API650 12th edition.

The calculations on ETANK are in Imperial units only (input, output and calculations). There are only an utility from Etank Programmers to conver the Output in SI units.
For roofs, they have the self supporting dommes, umbrellas, conical, and also open tanks. Does not have external floating roofs calcs, neither ITS or Tank from Intergraph.
For structure supported roofs, Etank as only for the conical roofs. The calculation model is based in the Brownell and Young method, please see attached file.
But, generally, as already said in here, it is better to design the structure in a separated structural program, for example, Robot or SAP, generally because of the local regulations. Here in Europe we have Eurocodes and this tipe of structures as to be design according this Eurocodes.

It is considered only as dead load where API 650 says to consider it. See for example Table 5-21, uplift.
To see local effect on upper course you may use FEA.
