Initial start up (after a long time shut down) is performed flaring the gas until it is on-spec. Start up gas flow rate should be as low as possible (i.e.: start at 30% turn down). You should have a pressure control valve downstream your hydrocarbon dew pointing system, connected to the flare system, to do this.
Start up after a trip (a short time shut down) may be performed without flaring, depending on local regulations/ your contract. The plant is still "cold" so it will take a much shorter time to get the gas on spec again (i.e.: 2 hours or less). Gas supply regulations or contract may allow you to deliver off spec gas if it is for a short period of times, for example, 2 hours every 4 months, and in this case you can avoid flaring.
