Weld overlay( SS316L)

Dear all,

I want to know whether can we do the weld overly(ss 316L) of weld joint after the heat treatment of the claded dish end( Sa 516 gr 70 dish . 50 thk)?

Is it the requirement of the code to have heat treatment only after weldoverlay of weld joint in dishend?

for corrosion resistant weld metal overlay cladding or for welds attaching corrosion resistant applied lining (see UCL-34) provided
preheat to a minimum temperature of 200°F (95°C) is maintained during application of the first layer when the thickness of the
pressure part exceeds 11⁄4 in. (32 mm).

..does this mean that providing a preheat ..a weld overlay can be provided after PWHT to the CS part ?

question 2= Assume weld overlay to be applied after PWHT , Is the Soaking time function of CS thickness alone or ( carbone steel plus Weld overlay thicknesses) ?
