Anti-condensation heater voltage for terminal box of Immersion Heater - please help

Main terminal box of immersion heater installation in Hazardous Area Zone 2* Gas Group IIA* T3 and in specification requried as below:

Main terminal box shall be provided with anti-condensation heater rated 230 VAC* 1ph* 60Hz but operated at 110VAC *1Ph* 60Hz. I think it's more safety if use 110VAC. But please explain me the details if you have any why.

why do think it is safe? despite of the given rating? what about its current rating? thermal?

Surely* current rating 110VAC is smaller and thermal when operate in 110VAC maybe decrease temp. longer. Low current rating* voltage* thermal. That's reason is better for 100V. Is it right. Please advise.

ah.... you mean that the rated voltage to this is 110/230?
