The software that I know are:
A) Bentley substation V8i
B) Primtech
C) Autodesk Substation Design
D) 3D-DASL
Are there more software in the market?

Yup but it takes a lot of work to model components. When i was working in an utility we made one substation using this. Back then, we weren't using the layout program. If you use the layout program you still create drawings similar with the 2D autocad with dimensions.
If you are not sure you can check the 3d warehouse sketchup perhaps you could find some components that were modeled by others and shared.
You can even see someone created distribution pole design.
As of your bill of materials, you have model components every bit of them, in the outline window, you see the quantity.
Sketchup maybe a kid's tool, but a lot of architects i know use this than autocad.

Today I learn a new thing ... hahahaha ... I am going to check now Sketchup. I was working last week with Sketchup for the modeling of WTG... But never tried before with Power Substations.
I use Autodesk inventor for it or bentrley substation

Do you know what is the difference between AUTODESK INVENTOR and SUBSTATION DESIGN SUITE ?
I understand that AUTODESK INVENTOR is a general software and SUBSTATION DESIGN SUITE is a specific software for POWER INDUSTRY.
I am asking you because you told me that you are using AUTODESK INVENTOR and I want to know why?

THEY USE INVENTOR FOR IT
AUTODESK HAS DIFFERENT KIND OF SUITES FOR EVERY TYPE OF DESIGN OR INDUSTRY OR APLICATION. A SUITE CONSIST OF VARIUS SOFTWARE PACKAGE LIKE AUTOCAD, AUTOCAD ELECTRICAL, INVENTOR, PLANT, ETC

SIEMENS AT GLOBAL IS STANDARD IS USING AUTODESK REVIT TO DESIGN SUBSTATIONS WORLDWIDE.
I USE REVIT MEP AND INVENTOR.
AUTODESK HAS A SUITE FOR UTILITIES, THEY HAVE AUTOCAD UTILITY DESIGN, THAT IS LIKE PLS-CADD FOR MV-POWER LINES AND CYMDIST.
