Piping for oil system, should be instaled above or under ground?

hi guys,
i've a quite pain in the neck discussion with my co-partner about the above subject.
anyone please give some suggestion?
my understanding is piping should be instaled above ground, for maintenance purpose.

pipeline shall be installed above ground for easy mainteance, but if the area is prone for fire/explosion then pipeline shall laid underground!

You mean that all piping system for oil at oil plant should be installed underground?
