Please advice if an oxyacetylene cutting is permitted for oil storage tank plate to performing a repair as per API 653
The simple answer is "yes" out of service.
However you have to do an NDT of the zone to check is there is any type of problem with the sheet. delamination can be a big problem and you can damage the tanks is you are not careful. How the cut is perform and the extra support for the tank need to be consider.

My concern is this type of cutting will affect the material properties or not this can not be checked by NDT methods.
If you want to check the properties of the material you can do spectrometry before and after the cutting with a portable equipment. I will more worry about leaving residual stress in the sheet that the local change of properties because this change is going to be compesate in the welding.
