I have cut many many door sheets out and I don't ever remember engineering running any calcs for the stiffening.
I have always used my 30+ years in the field for that calculation.
Depending of the size of the cut out and the diameter of the tank-- good common sense would apply.
Here is a example----
Tank diameter----120' feet
door sheet cut out --- 10' x 10'
lower course thickness-----3/4"
Verticals----- W10x12 beams stich-welded
Top horizontal ----- C8x11.5 rolled to tank radius. Also stich-welded.
