These are manufacturer-based applications for relaying. SEL means Schweitzer Engineering Laboratories. I don't know if you have heard of it. But they provide best protective relays I know. And also they provide best technical literature for power system protection. (For me)

I just checked and all their apps are specific for their devices. I agree with Raj, these are probably 100% free upon registration.

I disagree on the 100% free software, but they are 100% free registration. They have software that require payment like synchrophasor and the alpha plane viewer for the line current differential and also for the motor modelling.
I think for the general design is the Dophin Volts. I don't know if this is what you mean on the general design.
SA, I just meant general design of the Protection, from SEL. SEL software I doubt you can use with any relay other then theirs, right?

I really don't know if there is a particular software. What i think is that we could only simulate some protection functions but not all. The closest thing I know for design a protection system would be electrocon cape.
Most design are only done in CAD softwares. ETAP CSD module perhaps could some of the functions but you cannot link it with the single line (i think). And if you want to design your protection system. Maybe what you could do is to have a "replica" via any PLC software.
But in order to emulate some protection functions, software like ETAP or CAPE are mostly use. But in my experience as a protection engineer. We do every design in CAD. And Settings in simulation software.
Perhaps PSCAD could do it. I haven't tried it though.
