    Level limiter Fail Safe needed?

    Some steam boilers manufacturers say that according 97/23/ PED and EN 12953-6 and 12953-9 - design code for shell boilers -, is needed that the two levels minimum safety must be fail safe. I don't think so. What's your opinion?
