What is everyone's opinion on shale fracking? Positive, negative, neutral? and Why?

Because IMHO much depends on details. It can be environmentally safe with proper assessment prior to investment and proper care about safety during the project.

I wonder why companies don't simply do that but they argue and complain about environmental regulations instead.

In my opinion neutral for environment but with comment given below.

Fracking is a very old treatment, known for years.
In case of shale deposits such treatments are performed very much and sometimes a relatively small depths. Then you should consider the risk of disturbances of water in areas where upstream works are conducted.
In most cases, shown by the media, the negative reviews are exaggerated, but each case of treatments should be considered individually.
