is there any codes or regulations that mandates the use for FM 200 as an automatic fire suppression system in electrical substation although all switch gears and other components are fire retardant and arc proof

you can find these requirements in onshore regulations like the German VdS(Verband der Schadenversicherer).

All the classification authority like GL or LR or ... classified these room to "other machinery spaces" (there is no combustine engine) and these rooms need no fire extinguishing system.
