Can anybody the bolt allowable stress used for flanged connections.

I have seen ASME Pressure Vessel code Division 1, bolt (ASTM A193 B7) allowable stress is 172 MPa. It seems that this allowable stress is low for ASTM A193 B7 bolts. SMYS of B7 bolts is 725MPa.
Can anybody give industry practice, how much allowable stress considered for bolt for the flanged connection.
