As I found two different standard by name ISO 10013, therefore I upload them and hope it will be useful for you too:
ISO 10013, Rev 1993 Guideline for Developing Quality Plan
ISO TR-10013,Rev. 2001 Guideline for Documentation
I should say that these standards are guideline which shall be used in accordance with ISO 9000 series, Specially with ISO 9001:2008
