Iso 21500

Dear Friends
I took a look on PMBOK and I think that this standard says general rules which is not easy to use, in the other hand this standard shall be used by one group to be followed from beginning to end and adopted procedure shall be written by that group. I'm mechanical engineer and I should write quality management system and I'm familiar with ISO 10006 and as I knew the quality matters where not a part of cpm(critical Path Method) therefore there was no need to take account inspection and quality matters in WBS but in PMBOK these matters shall be considered;therefore Please:
1) give me directions and correct above sentences of mine to solve this confusion.
2) if anyone has ISO 21500 it will be so nice to upload that standard.
