API650 12th edition overturning stability

Hi, there,

Anybody can help to interpreter API650 12th edition clauses for overturning stability?

Clause 5.11.2.1 states unanchored tanks shall satisfy all of three criteria.
Clause 5.11.2.2 for unanchored tanks with supported cone roof tank shall satisfy one criteria (third of clause 5.11.2.1)

Does this mean no need to check clause 5.11.2.1 criteria 1) & 2) for unanchored tanks? If it requires, what is the point of clause 5.11.2.2?
