Pipeline repair

Hi brothers,
When replacing a damaged section of an old (>20years) steel pipeline, can the pre-hydrostatic test of the replacement line pipe be waived for:
a) hydrocarbon pipeline B31.4 /B31.8
b) water pipeline

What documentation are required to support the waiver?

You can use ASME B31.4 437.4.1HydrostaticTesting of Internal Pressure Piping
