Dear my friends,

I am looking for new fresh idea in terms of mechanical test for welder qualification on barge. the situation as follows:

According to API 1104 welder qualification shall be full mechanical test and client spec calls for it, qualification shall be done on barge and then we convince client that it was impractical to do on barge and then client agree to perform at onshore for mechanical test instead of offshore , meanwhile these welders are working on barge from month to month based on rotated schedule with good performance and supported by enough documentation to prove their skill sets are complied with API 1104. We are planning to deviate from Client spec on full mechanical test requirement, we wanted client to waive this requirement but not clear how to formulate it into Technical deviation. My question is:

1. Is it possible to submit only previous good performance record to client ? If yes
2. On what basis, we can formulate the deviation from client spec with justification and good reasons
