For oil storage tanks its prefer calculate based on API standard (API RP 2001 and std 2610 I guess), you will get full of information here depend on NFPA reference...

you can refer to NFPA 11 for Low-, Medium-, and High-Expansion Foam and NFPA 16 for Foam-Water Sprinkler and Foam-Water Spray Systems
