Locating a scrubbeer & heat exchanger.

hello everyone.
I am trying to locate a heat exchanger(horizontal) and a lp flash separator(vertical) on a production facility offshore, with minimal space.
The local members can carry the load, so i intend to stack both equipments, with the scrubber ontop (lp separator)
Pls can I get members opinions, reasons etc based on experience or any applicable codes if or not it is okay to do so.

PLS NOTE: the heat exchanger is serviced by a hot oil skid located on a tripod a few distance away.
