hi. i found a paper of ASME conferences: DEVELOPMENT OF DESIGN RULES FOR NOZZLES IN PRESSURE VESSELS FOR THE ASME B&PV CODE, SECTION VIII, DIVISION 2.
it is very similar to WRC 529. i think authors are same. anywhere i upload this paper. i attach it to reply.
