Hi, I'm not a API specialist, but I know about welding. Where is the hole? over a joint or on plate? What is the thickness' plate? We don't know it. You must ensure a full penetration welding, so if you have a 1" (25mm) hole diameter, in my opinion, you should cut a section of the plate where the hole is, and weld a new section.
Finally, apply NDT like radiography testing, ultrasonic testing, etc.
