Dear Member,
The issue pertains to a much larger Subject of Quality Control and Assurance (QA/QC), and your need probably relates to application of QA/QC in a new Project.
For new Plants QA/QC practices have been in use mostly for Mechanical and Civil Engineering since quite some time, but their enforcement in Electrical and Instrumentation (E&I or I&E) areas is relatively recent. With the heightened awareness of Quality in all aspects of Design, Engineering, Installation, Commissioning, Operation and Maintenance, QA/QC for I&E is rapidly under development.
Being involved with Instrumentation QA/QC for new Projects, I am quite aware of the subject’s Global status with respect to Engineering Standards, defacto Practices, Books etc. What is being mostly done is that as the onus of ensuring Quality in a Project falls on the Construction companies, they have individually developed Instrumentation QA/QC Procedures. The pros and cons of these procedures are:
• Usually they are Project Specific and Industry Specific.
• Pertain to the Work Boundaries only.
• Do not cover all aspects of Instrumentation Work Scopes.
• Some are very detailed to be applied per se.
• Still rely on Vendor Recommendations for specialized jobs, etc.
• Some are very basic to ensure proper QA/QC.
• Lack the overall imposition of Quality aspects.
• Are mostly paper based, making their monitoring and follow-up difficult?
• Etc.
You need to develop not just Method Statements, but start from a Quality Policy, Overall Quality Plan, A Program Flowchart, Method Statements, Inspection Check Sheets and Formats, Progress Monitoring Methodology, Non-Conformity and Quality Alert Procedures, etc. Some of the above being applicable to other disciplines as well, therfore would be already formulated and you may need to comply with them.
The bottom line is either you develop them yourself as per your needs, that the best way or ask your construction contractor to do that, in the latter case you will only review and approve them.

I need only to certain instruments (pressure transmitter, pressure indicator, temperature transmitters, differential pressure switches, differential pressure transmitter for flow only etc. tubing, fittings, instrumentation method of statement for the mechanical installation ), maybe you are prepared. thanks
