what's the formula and meaning of the Liquid Hold up %? Is it the percentage of pipe area occupied by liquid to the total pipe area?

You can not formulate it because it changes from flow patern to flow patern varying with different correlations.
Shortly, you can define liquid hold up as `fraction of an element of pipe that is occupied by liquid at some instant` it means volume of liquid to volume of pipe at instant and for a unit pipe length. It depends on flow pattern!!!
