How design a Skimmer Tank?

I need to design an Skimmer tank to reduce 1000 ppm oil to 650 ppm in produced water. I´ve already reviewed different ecuations and norms to design, but I could not find the way to design the internal baffle and distance between each one.

Can someone help me? or Give me some tips or some directions to do it?
