in case of storage of flammable liquids I read that you have a need for the roof of the tank is loose in case of explosion. is there any standard that talks about that?

Storage of flammable liquids depends on flash point.
Storage can be fixed roof storage tanks either atm. as per API 650 or low preesure as per API 620. If API 650 tank is designed. there is an option to have the tank with fragnable roof; weak shell to roof seam which has certain conditions to be satisfied. other wise tank has to have an emergency vent.
If very low flash point product is encountered then floating roof tank shall be required.
Also API 620 with innert gas blanketing can be used for some sizes and cases.
