In general, if a shell and tube HX has two passes, then it will have one partition plate.
For four passes and above, this criteria will depend upon tube layout, either it is Ribbon Type, Quadrant Type or Mixed/Combined one. For instance, if it is four pass ribbon type, then there will be two partition plates.
The partition plates are placed in Front Head/End. You can also refer to Figure N-1.2 of TEMA (9th Ed.)for the location of partition plates.

you must find de delta P, if is big to 10 Psi abs. the passes el is down, for exemple, if you have 4 passes then can put 2 , if is deltaPes little,down to 5 psi abs. if you have 2 passes, then you put 4 passes, the deltaP 5<deltap<10,
