Why Installshield? It is so slow and looks ugly.
I recommend Inno Setup.
I've been using it for past 2 years and it's great (and totally free).
It supports certificate/digital signing, has built-in pascal/delphi interpreter so you can add custom code directly to scripts, you can use code in dll files, etc., it's really flexible.
There are also free third-party GUI application that make it easy to build really fast.
