I can't see the problem, maybe you have a big pump, and this is the suggestion to start the pump with back pressure.
I say, if your pump electric motor size is lower than 20 KW, it is posible that you start the pump with out back pressure.
In this case the pump will start at full flow and as the tank is filled the back presure will increase.
If you do in this way check that the electric motor is suitable for the complete pump curve.
Other solution is to put an sustaining pressure valve that regulates the pump flow discharge maintaining a constant pressure at the pump discharge.
There are many other solutions that could be selected but I would need a complete description of the problem.
The syphon is not very suitable, remember that the syphon has two legs, the pump will be with the back pressure of one leg until that the second leg is filled. After both legs are filled the back pressure produced by the syphon is the pipe lenght only. I hope this help.
