If you consider for the whole tank on fire it will be different issue. To handle this situation ERV & Fragiable Roof are inplace.

you can depend on max capacity can store in the tank, expansion of fluid in the tank at maximum of temperature

The worst case would be that the tank is exposed to a pool fire, so the fire-wetted height is the tank height.
